Resumen
El capital humano ocupa un lugar central en la explicación económica de las diferencias de productividad, ingresos, movilidad, innovación y crecimiento. Pocas categorías han mostrado una capacidad comparable para vincular la inversión en personas
con los grandes problemas del desarrollo, sin embargo, esa centralidad teórica convive con una fragilidad empírica persistente: el capital humano no aparece ante el análisis como una magnitud única, directamente observable y exenta de supuestos, más bien se manifiesta de manera fragmentaria a través de trayectorias educativas, aprendizajes,estados de salud, rendimientos laborales y capacidades de adaptación productiva, por eso, medirlo nunca ha sido una labor fácil, dado que toda medición presupone una decisión previa sobre qué parte del fenómeno se tratará como constitutiva, qué parte como manifestación y qué parte quedará
fuera del campo de observación.
